Chief Legal Programs Officer

General Summary:

The Chief Legal Programs Officer is responsible for the management of work flow related to the implementation of the program priorities of Disability Rights NC. This position coordinates the agency's legal, investigation and monitoring, public policy, and intake activities.

Job Duties Include:

  • Manage program services at Disability Rights NC to assure conformance with National Disability Rights Network voluntary P&A standards, Disability Rights NC policies and the North Carolina State Bar
  • Assist and support Team Leaders in performance of their management responsibilities
  • Work with Program Directors to coordinate and monitor agency activities, including but not limited to litigation, investigations and monitoring, public policy, and information/referral; supervise assigned Program Directors
  • Coordinate legal and other professional training for Disability Rights NC program staff
  • Supervise and manage Disability Rights NC's Intern Program
  • Coordinate Disability Rights NC's Pro Bono Program
  • Provide training and supervision of paralegals
  • Provide consultation, technical assistance and training to client groups, families, and other appropriate groups or individuals
  • Manage the agency's program services database
  • Maintain effective working relations with courts, professional groups, the private bar, and other legal services agencies
  • Coordinate the development, implementation and evaluation of program goals and priorities consistent with budget restriction and the agency's strategic plan
  • Participate in Management meetings with Executive Director, Chief Financial Officer, and Chief Administrative Officer and other internal meetings as appropriate to develop and monitor general office policies and operations and assure good inter-agency communication

Essential Functions:

  1. Ability to travel.
  2. Ability to occasionally work long hours and/or weekends.
  3. Ability to communicate effectively, expressively and in writing.
  4. Ability to conduct research and analyses of pertinent legal authority.
  5. Ability to manage and supervise.

Requirements:

  • Law degree from an accredited law school
  • Current license to practice law in the State of North Carolina, eligible for NC license through reciprocity, or eligible to sit for bar exam
  • Minimum five years legal experience
  • Three years protection and advocacy experience preferred
  • Three to five years non-profit experience either management or governance
  • Thorough knowledge of state and federal law affecting persons with disabilities
  • Must understand the various systems and agencies providing services to persons with disabilities and their interactions
