Public Reports of Investigation 
Disability Rights NC sometimes issues a public report, written based on a case or series of cases that raise a systemic issue. This report may take a form similar to a letter of findings, summarizing the conclusion of the Protection and Advocacy System (P&A) investigation or monitoring effort. Or we may issue a more detailed analysis of the issues or concerns, a clear summary of the findings of fact and an analysis of the broader systemic implications. The primary goal is to impact public policy reform. Disability Rights NC, as the P&A, has broad statutory authority under federal and state law to investigate incidents of alleged abuse or neglect of people with disabilities. If there is probable cause to believe the incidents occurred, P&A shall take action, as necessary, to resolve such reports and secure any needed protective services for the individual(s). Investigation Reports are the product of a determination of the merits of an allegation of abuse or neglect or monitoring a facility. An investigation is a systemic and thorough examination of information, records, evidence and circumstances surrounding an allegation of abuse and neglect. Investigations are undertaken to determine if there is basis for administrative or legal action on behalf of the client or a group of clients. Investigations require a significant allocation of time and resources, including such activities as interviewing witnesses, gathering evidence and generating a written report.
